MBBS in Russia for Pakistani Students 2026: PMDC Rules, Real Costs, Admission, Visa and What Agents Leave Out

MBBS in Russia for Pakistani students is one of the oldest foreign medical routes from Pakistan and one of the most heavily marketed. Consultant sites describe more than 30 PMDC-listed universities and thousands of Pakistani students enrolled, with over 10,000 Pakistanis in Russian medical programs according to one consultant guide. The marketing is loud; the regulatory detail is quiet. This guide puts the detail first.

Why Russia still attracts Pakistani medical students

The reasons families give are consistent across sources:

• Lower tuition than private colleges in Pakistan. Private medical college fees in Pakistan are frequently quoted above PKR 1.5 crore by comparison sites such as Luxurious Educational Platform.
• No IELTS for most programs, per Universities Page.
• Long history of recognition. Russian medical degrees have a long record with Pakistani regulators, as noted by VisaFromPakistan.
• Established Pakistani community in cities such as Moscow, Kazan and St Petersburg, per StudyAbroad.pk.

PMDC rules that apply before you choose a university

PM&DC’s policy for students seeking admission in foreign medical institutions applies from Session 2024-2025 onward. Its conditions, from the official guidelines, are:

• FSc Pre-Medical with minimum 60% for students who did intermediate in Pakistan
• Minimum 50% in the Pakistani MDCAT
• a PM&DC Student Registration Certificate, free, obtained at srf.pmdc.pk before proceeding abroad
• an institution on the ECFMG approved list, recognised by the Russian regulator
• a program of at least 6,200 hours over five years with 80% attendance
• six months of local language study before departure where instruction is not in English
• a multiple entry and exit visa for the whole program, shown when applying for the NRE
• passing the NRE to obtain a licence

How to verify a Russian medical university

1. Search the university in the World Directory of Medical Schools and read the ECFMG sponsor note on its page.
2. Check the foreign institutions material linked from PM&DC’s standards page.
3. Confirm the university’s own international admissions page lists a General Medicine program for foreign students in the language the agent promised.
4. Ask for the exact official name. Agents use marketing names; PM&DC and WDOMS use official names.

Consultant sites commonly name universities such as Kazan, Bashkir, Crimea, Voronezh, Siberian State, Kemerovo and others, per MBBS Admission Abroad and StudyAbroad.pk. Names on a consultant list are not verification. Verify each one yourself.

Program structure and duration

The standard program is six years including a one-year clinical internship, per StudyAbroad.pk and MBBS Admission Abroad. Russian universities award an MD (Physician) degree in General Medicine; “MBBS” is the South Asian label. Ask for the degree name in writing so the equivalence process in Pakistan is clean.

Some universities also run a preparatory faculty year for Russian language before year one, per StudyAbroad.pk. That adds a year and a year’s cost.

The language question

Most universities advertise English-medium tracks. In practice, hospital rotations and patient interaction in later years require Russian. Guides note that learning Russian is strongly recommended for daily life and professional opportunity, per StudyAbroad.pk, and that most instruction outside designated international programs is in Russian, per VisaFromPakistan.

PM&DC’s policy requires a minimum of six months learning the local language before proceeding abroad for countries where the medium of instruction is not English, per the policy. Get the medium of instruction for each year from the university in writing and keep it.

Real cost of MBBS in Russia

Figures vary by university and city. Reference points from published sources:

• Tuition: roughly USD 3,000 to 6,000 per year, per VisaFromPakistan; undergraduate ranges of 1,500 to 10,600 euros per year across all fields, per Universities Page.
• Six-year total: consultant estimates of about PKR 1 crore including living costs, per StudyAbroad.pk.
• Invitation letter charges: one consultant lists USD 360 plus USD 100 courier, per MBBS Abroad PK. Treat this as an agent charge, not a government fee.
• Visa fee: consultant sites quote PKR 16,000 to 25,000 for normal single entry and 32,000 to 45,000 for urgent, per Universities Page. Confirm current tariffs with the Karachi consulate or Islamabad embassy.
• Dormitory: university hostels are cheap; one university quotes 2,000 to 3,500 rubles a month for scholarship students, per SPbPU. Private flats in Moscow or St Petersburg cost far more.

Build your own budget with: tuition, hostel, food, insurance, HIV and medical tests, attestation and translation, visa fee, two flights a year, phone, winter clothing, and a reserve for currency swings and money-transfer fees under sanctions.

Admission process step by step

1. Pass FSc with 60% and MDCAT with 50%.
2. Verify the university on WDOMS and PM&DC material.
3. Apply to the university with matric and FSc certificates, passport and photos; consultants describe admission letters issued within days, per MBBS Abroad PK.
4. Register at srf.pmdc.pk and download the certificate before paying a full year’s fee.
5. Obtain the invitation. The Karachi consulate requires an original invitation issued by the Ministry of Interior in Russia or a decision of the Russian MFA, per the consulate’s student visa page. Consultants report validity of 90 days from issue, per 12 Consultants.
6. Attest and translate certificates. The consulate requires certificates attested by the Ministry of Education and MOFA and translated into Russian.
7. Apply for the visa in person.
8. Travel, register with migration authorities, and start.

Russian student visa from Pakistan

The Consulate General in Karachi lists the following for a student visa, per its official page:

• completed application form with photo
• valid passport
• original invitation from the Ministry of Interior or MFA decision
• original academic certificates, attested by the Ministry of Education and MOFA, translated into Russian, with copies
• university contract signed by both sides
• HIV test certificate
• medical fitness certificate
• up-to-date bank statement, with a sponsor affidavit if the statement is not the applicant’s
• original police character certificate with the issuing authority’s contact number
• travel insurance

The Islamabad embassy’s visa page carries similar requirements and warns that fees are not refunded on refusal and that the application form must follow the prescribed format, per pakistan.mid.ru. The consulate notes that HIV and fitness certificates must come from embassy-approved hospitals and labs, per the consular issues page. Scholarships and quota places

The Russian government funds quota places for Pakistani students at bachelor’s, master’s and PhD level through education-in-russia.com, with nominations handled by Russian House Karachi and a deadline of 15 January for the 2026 intake, per Pakistan Today. After graduation: the NRE

Every foreign graduate must pass the National Registration Examination for a licence, per the policy. In 2026 NRE Step-I was scheduled for 17 May with registration 16 to 29 April, per Dental News Pakistan. Graduates of PM&DC-recognised institutions may receive provisional registration before the NRE; others receive it only after passing, per the September 2025 press release. Many Russian universities offer coaching for USMLE, PLAB and similar exams, per Rus Education; use it to prepare for the NRE from year one.

Life in Russia for a Pakistani student

• Halal food and mosques are available in major cities and especially in Muslim-majority regions such as Tatarstan and Bashkortostan, per VisaFromPakistan.
• Winter reaches minus 30 in Siberian cities; budget for clothing.
• Work: students at state universities on full-time programs can apply for a work permit limited to the study period, per Universities Page. Do not plan to fund tuition from part-time work.
• Money transfer under sanctions needs planning; ask the university’s international office which channels they accept.

What agents leave out

• “No MDCAT.” PM&DC requires 50%, per the students alert.
• “100% visa ratio.” The embassy states visas can be denied at its discretion without disclosing the reason, per pakistan.mid.ru.
• “Fully English.” Clinical years usually require Russian.
• “PMDC approved.” Check ECFMG and WDOMS yourself.
• “No exam on return.” The NRE is mandatory.
